安江輝の地域情報化考

伊那市と南箕輪村で有線放送電話を提供している「いなあいネット」の加入者に送られてきているお便りによると、ついてに緊急地震速報を有線放送電話で提供するようだ。

有線放送電話にはスピーカーがついていて、今までも緊急時には消防署から戸外の防災無線を通じて送られる放送と連動してスピーカーがなる仕組みがあったのだが、これと同じ仕組みでセンターで受信した緊急地震速報をスピーカーで一斉放送するようだ。

有線のスピーカーを使うメリットは３つ。
まずは音声放送であるのでテレビやメールのように、テレビをつけていてかつ画面を見ていなければならないとか、携帯電話を開いてメールをみなければならないという２次３次的な動作がないので、速報にすぐ対応ができる。
地震のときは数秒が命運を分けることもあることを考えると意義深いと思う。

２つめのメリットは、有線放送電話システムそのものが防災に即応できるという点。
スピーカーは電源が電話線から供給されているので、仮に受信宅が停電であってもセンターから給電できれば音声は流れる。センターには停電に備えたバックアップがあるので、緊急時にも対応できるそうだ。
さらにスピーカーは緊急時には音量リミッターを解除して放送することができる。
通常にはうるさい機能なのだが、緊急地震速報のような場合には有効だろう。
さらに、有線放送電話は古くからのアナログシステムであるので、デジタル放送での緊急地震速報での課題になっているデジタル復調のためのタイムラグが存在しない。
まさに、緊急地震速報のためのシステムではないだろうか。

最後に実用性である。
有線放送電話は古くからの情報伝達手段であるために、電話の普及が遅れていた山間地や高齢者宅の普及率が高い。さらに公民館など避難所となる公共施設には一般電話がなくても有線電話はあるという場合すらある。
これらのことは、緊急地震速報という新しいシステムを普段使用している設備で提供できることから、新しい機械の操作などに疎い人たちでも容易に受け入れることができ、かつ震災が起きてからも避難所などでも有効になるであろうと想像される。


とかく新しいシステムだから、新しい機械をいれなくてはと予算獲得や設備投資に一生懸命になる人たちが多いが、それがいかに無駄で大変なことかはADSLを日本ではじめて実証した有線放送電話だからこそわかるのかもしれない。
